Melbourne Water manages surface water diversion licences across the Yarra and lower Maribyrnong catchments in Victoria, Australia. The program covers more than 1,300 licence holders — a large-scale urban and peri-urban catchment network serving businesses and institutions — making it Melbourne Water’s largest-ever connected metering deployment.
THE CHALLENGE
- More than 1,300 licence holders were managing water extraction without real-time consumption data.
- Melbourne Water had limited ability to monitor diversions continuously across two major catchments.
- Compliance monitoring relied on periodic audits rather than live telemetry.
- Licence holders had no direct visibility into their own usage, making proactive compliance difficult.
- Existing flow meters — including Arad Octave, Bermad EuroMAG, Krohne Waterflux, and Siemens MAG8000 units — lacked connectivity to any centralised monitoring platform.
THE SOLUTION
Kallipr connected existing electromagnetic flow meters across diversion sites to its telemetry infrastructure, transmitting continuous diversion data to the Kallipr Kloud platform. Each licence holder was provisioned with a Kloud Insights dashboard providing live daily consumption totals, annual usage tracked against licence entitlements, latest meter reads, and trend views. The solution required no replacement of existing metering hardware, reducing deployment cost and complexity. Continuous telemetry replaces periodic audits, lowering compliance overhead for Melbourne Water and reducing the risk of licence breaches for users.
RESULTS
- Regulatory: Continuous telemetry across 1,300+ licence holders enables real-time compliance monitoring across the Yarra and lower Maribyrnong catchments — replacing periodic audit-based oversight.
- Organisational: Every licence holder now has direct, self-service access to their own live diversion data, eliminating end-of-period reconciliation and improving accountability across the network.
- Scale: Delivered as Melbourne Water’s largest-ever connected metering project, establishing a replicable model for catchment-scale digital metering programs across Victoria.
- Operational: Compatible with existing flow meter infrastructure (Arad, Bermad, Krohne, Siemens) — no hardware replacement required, reducing deployment cost and disruption.
