Martin County Utilities (MC) is a regional water and wastewater utility serving over 100,000 residents in Florida. On average, it treats 12 million gallons of water per day, sourced from 35 surficial wells (24 surficial and 11 Floridan wells).
THE CHALLENGE
With the LCRR (Lead and Copper Rule Revisions) deadline fast approaching and over 59% of its service lines unverified, Martin County recognised the significant work ahead in preparing to meet the LCRR requirements. The county needed to establish a clear strategy for its compliance program, and to support this effort, it needed an engineering consulting partner with extensive expertise in LCRR.
THE SOLUTION
Combined with its predictive modeling capabilities, leadCAST accelerates the classification of unknown service lines and prioritises field verifications which is an important differentiator for Martin County.
Trinnex reviewed MC’s existing data (including service line inventory, billing records, and GIS information) and compiled it into an LCRR inventory, ready for analysis. MC conducted field verifications on the recommended 852 service lines, utilising leadCAST’s field application to collect and track the results. The Trinnex data science team provided a detailed and transparent statistical analysis approach write-up for MC’s inventory submission to the Department of Environmental Protection (FDEP). Leveraging this approach, MC classified over 26,000 service lines as unknown non-lead, without the need for physical inspection of each line.
RESULTS
By utilising digital tools and statistical analysis, Martin County saved approximately $20 million, as well as time and staff resources. Additionally, Martin County leveraged Trinnex’s expertise in predictive modeling to streamline and accelerate communications with the FDEP.
Through this collaboration, Martin County gained access to a comprehensive range of expertise (including water utility engineering, advanced data science, and purpose-built software), helping them exceed compliance expectations, save time and financial resources, and assure their community that they’re proactively classifying unknown service lines with minimal disruption to their daily lives.
