Global water regulators employ various strategies to promote innovation within water utilities based on their local circumstances. In Portugal there is economic regulation and “sunshine regulation” or a public display of performance, in Spain there is no national water regulator, but instead a voluntary support association, and in the UK, there are strong financial incentives and penalties.
